Local Government Account Manager
Periscope Holdings, Inc. is looking for a Local Government Manager (LGM) who can help define and develop this new role with a growth stage company providing an eProcurement platform to public sector buyers in Arkansas.
This new role combines an innovative mix of public sector procurement leadership, sales, strategic relationship management, and account development with local governments throughout Arkansas.
Hundreds of public entities and suppliers participate in the collaborative ARBuy program, a full online procure-to-pay service. Periscope Holdings provides the technology platform being rolled out to state agencies and local governments, bringing financial and administrative savings to them and their vendors.
The LGM will have primary responsibility for identifying opportunities to help local governments leverage the state's statewide contracts and new eProcurement program. This person will develop relationships with cities, counties, school districts, and other local buyers to increase usage of ARBuy contracts across the State, ensuring user satisfaction, and increasing transaction fee revenues shared between Periscope and the State.
In this role, the LGM will take a high-touch, customer-intimate approach to expanding the use of statewide contracts and the ARBuy program at local governments, developing action plans associated with those opportunities, implementing the plans, and monitoring success. The LGM will also be responsible for ongoing account management and success with the portfolio of local governments.
While this is neither a technical nor training position, the LGM must have proficiency in demonstrating basic software functions. The LGM will help determine training needs for customers and organize training when needed (and to be delivered by dedicated trainers).
This position reports to Periscope's ARBuy General Manager and ideally will be located in Central Arkansas. Most of the work can be done from home.
Duties and Responsibilities
Establishes productive, professional relationships with key local government stakeholders in Arkansas.
Understand local purchasing habits, with an eye toward bringing them more value by promoting state contracts that may offer more favorable pricing.
Manages initiatives to maintain and expand use of ARBuy and statewide contracts by local governments.
Manages customer success initiatives with an assigned portfolio of Arkansas local governments.
Works with the ARBuy program team to develop and implement new initiatives to bring value to state agencies, local governments, suppliers, and the company.
Coordinates the involvement of company personnel, to meet account performance objectives and customers' expectations.
Organizes training sessions when needed.
Proactively assesses, clarifies, and validates customer needs on an ongoing basis.
Exhibits robust knowledge of ARBuy solution (as implemented) and leverages knowledge to understand/serve customer needs and expand use of the solution.
Travels as necessary within the state.

Meets assigned expectations for account retention and profitability.
Completes strategic customer account plans that meet company standards.
Maintains high customer satisfaction ratings that meet company goals.
- 3+ years experience in a procurement leadership role, preferably in public sector procurement.
- 3+ years experience in account management, sales, or customer success role, even if in roles that do not carry that title.
- New program development experience.
- Exceptional interpersonal, collaboration, and communications skills; must have an established track record of building strong relationships with key constituencies.
- Self-starter with an ability to create new programs and processes under sometimes ambiguous circumstances.
- Business growth, results-focused mindset.
- Strong presentation skills.
- Proven record of accomplishment with a consistent track record of demonstrating a measurable, positive impact on customer development, satisfaction, and retention.
- Determination, optimism, and "we can do this" attitude in working through challenges.
- Experience managing multiple goals simultaneously, with an immediate impact in a high-growth, fast-paced, fluid environment.
