Supports Enterprise Information Management (EIM) leadership by partnering and leading efforts which aide the application of frameworks, tools, and enablers to successfully activate the Enterprise Data Strategy. Forges relationships with business and functional area leadership to develops a deep understanding and advance the application of data as an asset, respond to regulatory protection requirements, and support CoBank strategic initiatives.The Essential Functions:Maintenance of the Enterprise Data Strategy through defining a centralized, consolidated roadmap delivering use cases as collected by the EIM team, and aligned with the 12 Enterprise Data Capabilities as owned across EIM, including: Data Management Strategy, Data Governance, Data Quality, Data Operations, Platform and Architecture, Supporting Processes, Metadata, Master Data Management, Reference Data, Data Protection, Reporting, and Analytics. Collaborates with EIM leadership and respective teams to facilitate the creation and maintenance of department roadmaps, and the development of overarching EIM Program roadmaps for socialization across the CoBank organization. Organizes data strategy programs and activities through the definition of goals and providing data related expertise to support the development and incubation of new programs, projects, technologies and data capabilities that align with the strategic direction of the organization, drive business growth, and apply data as an asset.Responsible for the maintenance and enhancement of Enterprise Data Strategy evaluation methods to assess program status, progress, velocity, strengths and areas of opportunity. Conducts evaluations via established methods to be facilitated real time and annually, utilizing quantitative, qualitative, and sentiment based measurements.Analyzes EIM Program risks/issues/actions to ensure strategic objectives are achieved. Identifies and escalates risks/issues/actions as needed to leadership.Maintains and facilitates the EIM Communication Strategy to ensure consistent and effective communication to stakeholders and internal/external customers, drives transparency across program initiatives and supports continued program buy-in.Partners with EIM leadership to support program financial management, including accurate and timely financial reporting, and the development of program funding proposals to ensure delivery of services to stakeholders.Educates peers, partners, management and other associates on the value and features of data capabilities by fostering the development of data literacy across CoBank. Facilitates the sharing of best practices cross functionally, including, data management methodologies, technical approaches, and reinforcing data oriented Centers of Excellence (COEs). Serves as a liaison and subject matter expert, mentoring both peers and project teams. Advises management on key decisions through recommendations based on expertise in various data capability segments.Basic QualificationsBachelor’s degree in information technology, mathematics, data management, analytics or related field.Seven (7) or more years of business, data governance, data management or other relevant experience); or an appropriate combination of education and experience.Preferred QualificationsMaster’s degree preferred.Experience in business/information management and security and/or operational risk, with proven ability to use multiple data management skillsets and methodologies.Experience in financial services, lending/leasing business, agribusiness, communications, energy, international and/or cooperatives, with a basic knowledge of banking and lending terminology preferred. Strong business acumen, with the ability to understand the direction, priorities and goals of the organization, and to use analytics to develop effective strategies and solutions.Demonstrated analytical, decision making and problem solving skills. Excellent detail and customer service orientation.Able to develop and maintain effective relationships with partners and stakeholders at all levels of the organization.Ability to work independently with minimal guidance, as well as collaboratively in a team environment.Excellent organizational, time management and prioritization skills, with the ability to balance work on multiple projects or programs, and adapt to the changing needs of the business.Excellent verbal, written and presentation skills, including the ability to understand and translate abstract concepts and ideas, and communicate in both a business and technical context to non-technical audiences at all levels of the organization.Advanced skills in Microsoft Office applications (Outlook, Word, PowerPoint and Excel).Compensation InformationEstimated Base Salary Range: $100,000-$120,000Target short-term incentive opportunity: 15%CoBank stands strong as a $135 billion enterprise dedicated to the financial needs of rural America.
